State holidays do have mail service
A number of states and localities have holidays that are not federal holidays. Some state holidays with mail delivered on the day include Good Friday, Christmas Eve, Election Day, Day after Christmas (or boxing day), Lincoln’s Birthday, New Year’s Eve and Victory Day (formally VJ day).
Good Friday is the most celebrated of the list, with Connecticut, Delaware, Guam, Hawaii, Indiana, Kentucky, Louisiana, New Jersey, North Carolina, North Dakota, Puerto Rico, and Tennessee all recognizing the day as a State Holiday. But there is mail delivered on Good Friday.
The day after Christmas is celebrated in a few states as well. Kentucky, Michigan, North Carolina, South Carolina, Texas, and the US Virgin Islands all offer time off to the state employees, but the post office is still open and mail is still delivered on December 26. This can be particularly important if you’re a day late and a dollar short with your presents. (And lucky for the 11 states where Christmas eve is a state holiday, that the mail service is based on Federal holidays).
